Pre-school children to get one hour of physical activity a day as part of measures to promote healthy living

What is the definition of physical activity? Does it mean one hour of compulsory outdoor play where children can run, climb, skip, cycle etc.? If outdoor facilities are not available, does it mean that centres will have to provide indoor spaces to provide such physical activities? The emphasis on physical development is indeed something worth rejoicing.
